If you are a Senior Systems Engineer with solid Change Management experience we are looking for your to join our Information Planning and Management (IPM) line of business. You will support a large, business analysis and management support services contract within USAID s CIO organization. The goal of this new project will be to leverage advances in Information Technology (IT) to securely and efficiently accomplish USAID s mission objective and support USAID s workforce and partner organizations. This position will be located at USAID in Crystal City, VA. __ _What you'll be doing_ * Updating and keeping current the USAID SDLC as pertains to both Waterfall and Agile development methodologies o Engage in defining, developing and keeping current engineering (SDLC) and architecture artifacts and standards o Provide oversight of Enterprise SDLC reviews including change management to ensure compliance with standards and required guidance and in this context o Lead, Coordinate and participate as required in Architecture (ARB) and Engineering (ERB) review boards o Support the effort of collaborating with Information System Security Office (ISSO) to ensure all required security controls are built into solutions * Maintenance of the Enterprise IT Strategic Plan (ITSP) and Enterprise Transition Roadmap (ETR) * Providing guidance and expertise on applicability of industry standards and best practices such as ITIL, CMMI, COBIT, IEEE, SAFe, Agile and DevOps and other leading industry practices * Providing strategic advice, technical guidance and expertise to project staff * Developing and/or updating key CIO strategic products and submissions such as CIO IT Strategic Plan, Enterprise Transition Roadmap, Decommissioning Plan, and USAID s EA Results Framework * Facilitating delivery of strategies and reference architectures to include USAID domain architectures for Cloud/Infrastructure, Security, Collaboration, Enterprise Information Management, and application modernization * Serving as liaison with CIO senior management, internal and external standards boards, and architecture working groups to understand potential impacts of architecture industry trends to existing architecture framework, work priorities, and architecture maturity * Providing Business Architecture support to new and ongoing USAID and CIO Projects: o Ensure Governance and enforcement of Business Reference Model and USAID business architecture principles and best practices o Traceability of business processes to system functions and services and o Alignment of USAID services (both professional and technical) to USAID business processes/functions, ADS 200, and to the OMB's Federal Enterprise Architecture Business Reference Model (FEA BRM) and Application Reference Model (FEA ARM)
What you ll need: * Master's degree and 10 years experience or a bachelor's degree and 15 years experience * Active high level government security clearance * Strong experience in Software Engineering and/or IT networking and infrastructure engineering with both Waterfall and Agile * Experience drafting concept definition papers, analysis of alternatives, and business cases as necessary * Experience working with Federal Enterprise Architectures Framework (FEAF 2.0) and associated BRM and TRM is a plus * Experience with ServiceNow What we would like: * Agile/SAFe certification _About ICF_ ICF (NASDAQ:ICFI) is a global consulting and technology services provider with more than 5,000 professionals focused on making big things possible for our clients.
